云南省施甸县是一个国定贫困县。1996年被云南省列为合作医疗试点县，1997年又被卫生部计划财务司及医政司确定为全国10个农村贫困地区合作医疗试点县之一。1996年10月起该县在由旺镇王家寨办事处(村)试行村办乡管的合作医疗管理模式。由于地处高寒山区，农民现金收入极少，只能在年人均5元的低筹资水平基础上来兴办合作医疗。本文研究的目的主要回答以下问题
Shidian County, Yunnan Province is a national poverty county. In 1996, it was listed as a pilot county of cooperative medical care by Yunnan Province. In 1997, it was also designated as one of the 10 pilot counties for cooperative medical treatment in poor rural areas in China by the Department of Planning, Finance, and Department of Medical Affairs of the Ministry of Health. From October 1996 onwards, the county piloted the cooperative medical management mode of the village-run rural management in the Wangjiazhai office (village) in Wangwang Township. Because it is located in the alpine mountainous region, the farmer’s cash income is very small. He can only establish cooperative medical care on the basis of an annual low-funding level of 5 yuan per capita. The purpose of this study is to answer the following questions
