2015年,伴随着中国网民数量的迅猛增长,特别是手机上网网民的增加,移动互联网的全民时代悄然到来,各类群体网络表达的意愿均有所加强,参与表达的门槛也进一步降低,中国的网络舆情继续呈热点频发、波澜起伏的状态。在网络上,重大突发公共事件多发,经济话题异常活跃,司法公正仍是焦点议题,以教育、环境等为代表的民生领域折射出现实发展中存在的种种问题,“狂欢”似的全面围观此起彼伏。人们社会生产生活的任一方面都可能成为舆情风险,任一起舆情事件都能成为网民宣泄情绪的窗口,决策和制度比自然因素更易成为舆情风险,“权威”受到挑战……这些特点显示了风险社会已然来临。这就需要社会管理者不断创新方法,在新媒体时代构建社会风险管理与舆论引导的良性格局。
