各位来宾、朋友们、同志们:今年5月31日,省十届人大常委会第二十四次会议审议通过的《河南省实施〈中华人民共和国水法〉办法》(以下简称《办法》),8月1日起就要生效实施了。这是我省经济建设和法制建设中的一件大事。《办法》的出台,对于合理开发、利用、节约和保护水资源,建设节水型社会,保障我省经济社会可持续发展,将会起到十分重要的作用。今天,我们联合举办这个新闻发布会,有幸邀请到新闻界的各位朋友,就是想借助新闻媒体在社会中的影响力,推动《办法》的贯彻实施。下面,我向大家介绍一下《办法》的修订过程和主要内容。
Ladies and gentlemen, Comrades: On May 31 this year, the “Measures for the Implementation of Water Law of the People’s Republic of China” (hereinafter referred to as the “Measures”) adopted by the 24th meeting of the Standing Committee of the Tenth National People’s Congress of the province, , Effective August 1 will come into effect. This is a major event in the economic construction and legal construction in our province. The promulgation of the Measures will play an important role in the rational development, utilization, conservation and protection of water resources, building a water-saving society and ensuring the sustainable economic and social development in Hunan. Today, when we jointly hold this press conference, we are fortunate enough to invite all friends in the press to take advantage of the influence of the news media in our society and to promote the implementation of the Measures.
