三门峡市为了使村镇建设更上一个新台阶,在创建“小康村”活动中,制定了“小康村”村镇建设达标检查量化标准,促进了村镇建设工作的全面开展。“小康村”是新的村镇建设形式,只能在工作实践中探索适合本地区的经验。三门峡市建设部门根据“小康村”建设的有关要求。结合本地区的实际,拟定了自己的创建模式,即“三化”、“五全”、“七通”。“三化”是指:建设实施规划化;居住条件现代化;村容镇貌绿化、净化和美化。
