在新的历史时期 ,江泽民面对风云变幻的世界形势 ,自觉发扬我们党一贯坚持的党管武装的优良传统 ,坚决贯彻毛泽东军事思想和邓小平关于新时期军队建设思想 ,反复强调为了保卫国家安全 ,维护祖国统一 ,必须在经济发展的基础上继续积极推进国防和军队的现代化 ,不断增强国防实力。这包括加强国防建设是国家安全与经济发展的基本保证、国防建设必须服从国家经济建设的大局、以“五句话”总要求推动国防和军队建设全面发展等内容。在党的十六大报告中 ,江泽民进一步阐述了这些重要思想 ,为新时期新阶段军队和国防现代化建设提供了强大的思想武器。
