作为维新派代表人物的康有为,其警政思想具有承上启下的作用,他的警政思想受日、英等国警察制度影响较大。康有为从宏观制度层面提出了新军御外敌、巡捕靖内乱,军入警时巡警、警官的任用需有较高综合素质等主张,推动了警政的现代化进程,对于以后的建警方略有借鉴意义,但因受到时代的局限,其认识还不够全面和深入。
