一、承包经营责任制的内容和形式目前,我国大中型国有企业实现所有权与经营权的基本形式是承包经营责任制。1988年全国已有95％左右的全民所有制工商企业实行了多种形式的承包经营责任制。煤炭、冶金、石油和石化、铁路等行业也实行了行业承包或投入产出承包。承包经营责任制是全民所有制企业经济责任制的一种形式,它是在坚持企业的社会主义全民所有制的基础上,按照所有权与经营权分离的原则,以承包经营合同的形式,确定国家与企业的责权利关系,使企业做到自主经营、自负盈亏的经营管理制度。
