国有企业党组织和广大党员曾为国有企业的改革稳定发展作出了历史性的贡献,但面对改革发展之中出现的大量的新情况新问题,国有企业党建工作任务加重,难度加大,相当数量的国有企业党组织不能完全适应新形势新任务的需要,建立国有企业党建工作长效机制,充分发挥企业党委的政治核心作用、党支部的战斗堡垒作用和党员的先锋模范作用,使企业中党的基层组织真正进入党章指定的位置,为企业的改革和发展起到应有的作用。
