笔者认为要真正搞清楚公平和效率的内在关系,必须认真思考人的本质及其发展与公平、效率的关系,只有把人的本质及其发展看作是公平与效率关系的本体论基础,才能正确解释它们的对立统一,才能科学地处理公平与效率的矛盾。把人作为公平与效率关系的本体论基础,根据现阶段的历史条件,目前我国应树立以效率为重点、公平和效率同时发展的双重目标。
The author believes that in order to truly understand the intrinsic relationship between fairness and efficiency, we must seriously consider the relationship between human nature and development and fairness and efficiency. Taking people as the ontological basis for the relationship between fairness and efficiency and according to the historical conditions at the present stage, at present our country should establish a dual objective of simultaneously focusing on efficiency, fairness and efficiency.
