1994年4月5日至8日,四川省委、省政府在宜宾召开了“四川省县级经济体制改革现场工作会”。全省市、地、州党委、政府、省级有关部门及部分县(市)的负责人参加了会议。蒲海清副省长和宋宝瑞副书记先后在会议上讲话。到会同志听取了宜宾县关于以产权制度改革为突破口,带动县级综合改革的介绍,并实地参观、考察了宜宾县的改革试点企业。这次会议的主题是:借鉴、推广宜宾县的经验,全面推进县级综合改革,加快县级经济的发展。 县级经济在四川省经济全局中处于十分重要的地位。全省县域人口约占总人口的90%,工农业总产值、社会商品零售总额、财政收入分别约占全省总量的60%。改革开放以来,全省经济发展形势很好,但也存在很多问题,除少数县外,多数县区的经济结构不合理,基础设施严重落后,支柱产业未能形成,企业经济效益低下,财政收支矛盾突出。针对这一情况,省委、省府把加快县级经济体制改革和经济发展视为全省面临的一项重要历史任务,确定了一批综合体改试点县,进行县级经济改革和发展的探索,宜宾县就是其中之一。近两三年来,宜宾县以企业产权制度改革为核心,以转换企业经
