中非在资源、资金方面的互补性和非洲投资环境的改善使得中国对非矿业投资规模不断增长,并呈现出一些新的特点。对中非矿业合作效果的评价因利益出发点不同而不同。总体来看,矿业合作对中非双方来说都是互利共赢的,符合双方经济和社会的发展需要,因而非洲国家与中国普遍给予高度评价;中国对非矿业投资给西方发达国家在非垄断利益造成了一定的压力,因而西方普遍持抵制态度。
The complementarity of China and Africa in terms of resources and funds as well as the improvement of the investment environment in Africa have caused China’s investment in non-mining industry to grow in size and present some new features. The evaluation of the cooperation effect between China and Africa depends on the starting point of interest. Overall, the mining cooperation is mutually beneficial and win-win for both China and Africa and meets the economic and social development needs of both sides. Therefore, African countries and China generally give high appraisals. China’s investment in non-mining industries gives non-monopoly Interest has caused some pressure, so the West generally boycott.
