“官文书”泛指政府公文。作为国家公务活动的凭籍和重要方式,中国自古以来就非常重视对官文书进行法律保护,清律在前代的基础上发展出一套更为严密的规范,除了律文之外,在条例和相关则例上,更强化了官吏的官文书责任,通过刑事处罚和行政处分,使官文书保护落到实处。这一方面是公务重要性使然,另一方面也是“公牍政治”的行政传统所致。虽不可避免的有文牍主义之嫌,但客观上造就了官文书的完整化和规范化,对我国行政档案的保存也有重要的意义。
