从经济可持续增长出发，把西部大开发和我国目前的人口过剩、生态环境恶化及西部相对落后问题结合起来通盘考虑。本文认为在西部大开发的初期阶段应将生态环境建设提高到战略的高度，并作为一个特色产业来抓。据此我们提出把大量的剩余劳动力迁移至大西北进行生态治理工程建设的建议，对该建议的理论依据及其可行性进行了详细分析和论证，并就该建议如何解决上述几大问题进行了论述。
Starting from sustainable economic growth, the overall development of the western region is combined with the current overpopulation, deteriorating ecological environment and the backwardness of the western part of our country. This paper argues that in the early stages of the development of the western region, the construction of ecological environment should be raised to a strategic level and taken as a special industry. Based on this, we put forward the suggestion of relocating a large amount of surplus labors to the northwestern part of our country for the construction of ecological management projects. We have analyzed and argued the theoretical basis and feasibility of the proposal and discussed how to solve the above-mentioned major problems Discussion.
