步入改革开放新阶段的大国财政转型,延续了历史脉络划定的轨迹·,也在融入世界发展的潮流。中国财政改革直指回应短期发展转型诉求、解决长期增长难题和建立法制化的财政体制机制等主要目标,也面临中国经济L型探底需要财政承担长期扩张的压力、财政赤字与政府债务的累积步入常态化、新经济与信息化对税制和公共支出产生显著影响等挑战。为此,中国财政转型应致力于构建大国财政的承载力与稳定性;致力于推进继承改革开放魄力的财税新改革;致力于将财政政策经验打造成中国发展模式的一般性规律。
