按照十六大的战略部署,到2020年我国要建设成一个惠及十几亿人口、人民生活更加殷实、更高水平的小康社会,我国国内生产总值将比2000年翻两番,综合国力和国际竞争力明显增强,基本实现工业化,建成完善的社会主义市场经济体制和更具活力、更加开放的经济体系。这是党的十六大提出的我国新世纪新阶段经济建设宏伟目标,它吹响了全面建设小康社会的号角,按照十六大描绘的宏伟蓝图,中国将从经济大国走向经济强国,同时,十六大也强调“要高度重视安全生产,确保国家财产和人民生命安全。”因此,确保安全生产是实现经济快速健康发展的重要保障之一,做好安全生产具有深远和现实的意义。
