The report of the 15th National Party Congress and the “Decision” of the Fourth Plenary Session of the 15th CPC Central Committee all proposed that a standardized corporate system reform be carried out for state-owned large and medium-sized enterprises. With this work done, substantial progress has been made in the reform of state-owned enterprises. After the Third Plenary Session of the 14th Central Committee of the Party in 1993 made clear that the direction of reform of state-owned enterprises was to establish a modern enterprise system, the reform of state-owned enterprises had shifted from delegating power and transferring profits to institutional innovation.
