21世纪人类进入了知识经济与信息技术迅猛发展的时代,社会可持续发展需要具有良好科学素养和创造能力的高素质人才。自上世纪90年代起世界各国掀起了新一轮的基础教育课程改革浪潮,提出新的教育目标、修订课程标准、编写新教材。在理科教学改革历程中,核心是科学素养的确定与实现。同样在我国,2001年6月教育部制定了《基础教育课程改革纲要(试行)》。纲要指出:“大力推进基础教育课程改革,调整和改革基础教育的课程体系、结构、内容,构建符合素质教育要求的新的基础教育课程体系”。2003年新颁布的《普通高中化学课程标准(实验)》明确提出:“立足于学生适应现代生活和未来发展的需要,着眼于提高21世纪公民的科学素养,构建‘知识与技能’、‘过程与方法’、‘情感态度与价值观’相融合的高中化学课程目标体系”。2004年
