农民工是一个庞大且兼有农民与工人双重身份的特殊群体,在社会稳定和发展中都起着重要作用。养老保险是农民工的基本福利保障之一,但是目前我国在这方面的制度建设还存在着较大缺陷,在客观上阻碍了城乡融合和农民工作用的发挥。本文通过对农民工养老保险制度的分析,力图揭示该制度存在的主要缺陷,并针对如何通过制度创新找到切实可行的解决路径,提出了相应的政策建议。
Migrant workers are a special group that is both large and has the dual identities of peasants and workers and plays an important role in social stability and development. Endowment insurance is one of the basic welfare security for migrant workers, but at present our country's system construction in this area still has a big flaw, which obstructs the integration of urban and rural areas and the employment of migrant workers objectively. Based on the analysis of peasant workers' pension insurance system, this paper attempts to reveal the main defects of the system and puts forward corresponding policy recommendations on how to find a feasible solution through institutional innovation.
