The Necessity of Developing Paper Industry in Mudanjiang Forest Region Although China has entered a large paper-producing country with an annual output of over 12 million tons of paper, from the per capita possession, only 11 ~ 12kg, 1/4 of the world average and 1/25 of the United States. With the development of the country’s economy and the improvement of people’s material life, science and culture, the demand for paper is increasing day by day. The current output of paper is far from meeting the needs. In the 1980s, China imported a large amount of pulp, paper and cardboard, which consumed more than 5 billion U.S. dollars of foreign exchange.
