目前我们所处的新经济时代正是知识经济的时代。经济知识化就是要求社会经济活动全面地以知识生产为主导,正所谓“科学技术是第一生产力”。人才是知识的运用者、传播者和创造者;人才是企业运作过程中所产生的最大成本。时值金融危机,有些企业或以裁员的方式节约成本,或以高薪聘请的方式来吸引人才,这些无疑都是注重人力资源的表现。在与国际接轨的今天,借鉴国外人力资源管理的一些做法,结合中国的实际国情,整理出一套适用于我国人力资源管理的确认处理方法,让人才利用和配置为我国经济发展做出更大的贡献。本文通过对于人力资源管理的确认、计量和披露三方面的分析,阐明了我国建立人力资源管理的必要性;并且提出了一些对于开发、利用、培养人力资源和辞退福利等方面管理处理的设想;同时,希望找到一个能将绩效考评、薪酬管理与人力资源管理有机结合的方法,以做到“人尽其用,尽显其能”。
At the moment, the new economy we live in is the era of knowledge-based economy. This article clarifies the necessity of establishing human resource management in our country through the analysis of three aspects of confirmation, measurement and disclosure of human resource management, and puts forward some envisages of management and management in the aspects of developing, utilizing, training human resources and dismissing welfare, At the same time, I hope to find a way to combine performance appraisal, compensation management and human resource management so as to achieve the goal of “making the best use of people”.
