国家档案局关于《文书档案保管期的规定》中指出,要“使保存的档案既精练又完整,以维护党和国家历史的真实面貌”.我们也经常讲“档案是历史活动的真实记录”.这就是说,要维护党和国家历史的真实面貌,就必须要求档案是党和国家各种活动的“真实的记录”.从宏观角度看,档案的确是当时活动的真实记录,如果从微观角度看.有些档案却有不真实的一面.这种不真实的表现有以下四个方面:
