甘肃省张掖地区有农村基层干部4289名。5年前的一次调查表明,全区村干部具有高中、中专文化程度的仅占25％,其他均为初中和小学以下文化程度。他们当中,有相当一部分人思想观念陈旧,工作方法简单,带领群众脱贫致富的能力较弱,与加快发展社会主义市场经济的新形势很不适应。 面对这种现状,张掖地委认识到,把农业、农村和农民带入21世纪,实现农村经济跨世纪发展目标,关键是要提高基层干部的文化素质。基于这一认识,张掖地委决定将组织村干部学历教育作为“九五”干部教育培训规划的一项重点培训工程,计划到2000年,有500名以上的村干部达到大专学历,使全区2/3以上的村班子中都有一名大专生。
There are 4289 rural grassroots cadres in Zhangye Prefecture, Gansu Province. Based on this understanding, Zhangye prefectural committee decided to organize the education of village cadres as a key training program for the “Ninth Five-year” cadre education and training program. By 2000, it is planned that more than 500 village cadres will attain tertiary education so that the entire district More than 2/3 of the village team has a college student.
