习近平同志在2009年5月13日中央党校第二批进修班暨专题研讨班开学典礼上指出:“书籍是人类知识的载体,是人类智慧的结晶,是人类进步的阶梯。各级领导干部要深刻认识现代领导活动与读书学习的密切关系,深刻认识领导干部的读书学习水平在很大程度上决定着工作水平和领导水平,真正把读书学习当成一种生活态度、一种工作责任、一种精神追求,自觉做到爱读书读好书善读书,积极推动学习型政党、学习型社会建设。[1]习近平同志之所以强调把学习放在重要的位置,这是因为:

We must profoundly understand the close relationship between modern leadership activities and study and reading, and profoundly understand that the level of reading and studying of leading cadres largely determines the level of work and leadership and truly regards study as a way of life and a responsibility of work. Kind of spiritual pursuit, and consciously do love to read a good book to study hard, and actively promote the building of a learning party and a learning society.1 Comrade Xi Jinping emphasized that learning should be placed in an important position because:
