2014年1月13日,全国能源工作会议召开,会议提出2014年能源工作的指导思想是:全面贯彻党的十八大和十八届二中、三中全会精神,围绕保障能源战略安全、转变能源消费方式、优化能源布局结构、创新能源体制机制,为经济社会发展提供坚实的能源保障。会议提出要大力发展清洁能源,促进能源绿色发展,适时启动核电重点项目建设。推进煤炭煤电大基地和大通道建设,加快重点煤电基地和输电通道建设,重点建设14个大型煤炭基地、9个大型煤电基地、12条“西电东送”输电通道,优化能源发展空间布局,提高能源资源配置效率。同时,要加强能源行业管理,转变政府职能,减少行政审批,创新能源管理方式。
