湖南省1991～1995年利用世行贷款完成“国家造林项目”造林119681．33hm2，投资33783．66万元，1997年完成幼林抚育并竣工，省项目办与省林勘院定期对项目建设质量与成效进行了监测，其造林面积核实率99．80，平均保存率95．50，高生长达标率93．7％，造林成效显著。
