前言海河流域位于东经112°～120°、北纬35°～43°,总面积26.46万Km~2,是我国政治、经济、文化中心。流域属于半湿润半干旱地区。降水量和径流量的时空分布极不均匀。多年来,海河流域的水、旱灾害频繁。近百年中就出现过南系如1963年、北系如1939年的大洪水,还出现过如1920年的特枯水年。为开展积极的防洪斗争,我所与海河水利委员会协作按河系逐步开展海河流域防洪
