通常意义上的管理,是指为协调和控制个人活动和组织集体活动的一种指挥职能,以便做到行动一致,实现共同目标。党务管理就是协调和控制党组织的活动和党员的行动,以保持党组织的先进性,保证工作任务完成。机关党支部应主动接受上级党组织对支部工作的管理、考核和评价。(一)管理的主要形式目标管理。党支部工作目标有任期工作目标和年度工作目标之分。机关党支部每届任期两年或三年。党支部换届选举后,应制定任期目标。每年还要制定年度工作目标。通过检查落实年度工作目标,最后达到任期工作目标。如是先进党支部,就要继续努力,再创佳绩;如是一般党支部,就要争创先进党支部;如是问题比较多的后进党支部,就要采取有力措施,改变落后状况。上级党组织通过平时的工作积累和调查研
