Under the new situation of establishing a socialist market economic system, we must study and understand cadres and analyze the problems of understanding through historical, practical, connected and developmental perspectives. In order to adapt to the replacement of leading cadres at all levels and to strengthen the contingent of cadres in the new period, we must attach great importance to using cadres in development. How to understand and grasp the development trend of cadres is a crucial issue for cadres at present.
