我国进入老龄化社会后,养老问题日益凸显,养老现状令人堪忧。2013年,国务院办公厅出台了《社会养老服务体系建设规划(2011-2015年)》,作为指导“十二五”时期我国社会养老服务发展的纲领性文件。河北省养老保险制度面临的现实困境亟需得到完善,其亦是我国养老保险制度体系改革路径的选择:健全和扩大养老保险资金筹措渠道;扩大参保覆盖面;构建社会最低养老保险金制度;出台我国农村养老专门立法。
After China entered the aging society, the issue of pension has become increasingly prominent, and the current situation of the elderly is worrying. In 2013, the General Office of the State Council promulgated the “Plan for the Social Pension Services System Construction (2011-2015)” as a programmatic document guiding the development of China's social pension services in the “12th Five-Year Plan” period. The plight of the endowment insurance system in Hebei Province needs to be perfected. It is also the choice of the reform path of the endowment insurance system in our country: to improve and expand the fund-raising channels for endowment insurance; to expand the coverage of the endowment insurance; to establish the social minimum pension insurance system; China's rural pension special legislation.
