1998年是全面贯彻落实党的十五大提出的各项任务的第一年,也是“九五”时期承前启后的一年。继续贯彻“稳中求进”的方针,巩固和发展“高增长、低通胀”良好的经济运行态势,将是1998年经济持续发展的重要保证。综合分析各方面因素,1998年我省的价格总水平走势仍将保持平稳,社会商品零售价格涨幅可在3%以内波动,居民消费价格涨幅可在5%以内波动。1998年,我省进一步保持市场物价基本稳定的有利条件很多:一是党中央、国务院已明确实行适度从紧的财政货币政策,社会供求总量平衡的格局不会有大的改变,宏观经济环境将继续保持稳定。在中央宏观决策的指引下,我省货币投放量不会有大的增长,加上我省整顿金融秩序取得了较好的成效,稳定市场物价有一个好的外部环境。二是各级政府对农业的投入逐步加大,这有利于促进“米袋子”、“菜篮子”工程建设,增加农副产品的有效
