2014年12月31日,美好的跨年夜,中国最繁华的都市——上海上演了生死别离的一幕,充斥着欢乐的海洋瞬间哭喊声一片。凌乱的衣服、四散的鞋子、还有摊在地上的鲜血,给这个跨年夜蒙上了恐惧的面纱。在这件惨痛的事件背后,官员风险管控意识的淡薄、公款吃喝丑态的暴露、预警应对措施的疏忽让公众为之愤恨。最终事态的发展以11名官员的被问责、遇难家属获得赔偿而告终。本文从官员被问责中审视中国现行的引咎辞职制度,并为完善我国引咎辞职制度提出了几点思考。
December 31, 2014, a beautiful New Year’s Eve, China’s most prosperous city - Shanghai staged a scene of life and death, filled with a happy ocean cries. Cluttered clothes, scattered shoes, as well as the blood spread on the ground, to the New Year’s Eve cast a veil of fear. Behind this tragic incident, public officials were resentful about the weak awareness of risk control among officials, the ugly appearance of public funds, and the negligence of early warning measures. The development of the final event ended with 11 officials being held accountable and the families of the victims killed. This article examines the current system of resignation and resignation in China from the accountability of officials and puts forward some considerations for improving the system of resigning from office in our country.
