背景：今年８月２３日，新世纪的第一次北京市基础教育工作会议在务实、进取、与时俱进的改革气氛中隆重召开。北京市委副书记龙新民在会议上提出，北京市基础教育要在邓小平同志“三个面向”和江泽民同志关于“三个代表”重要思想的指引下，抓住北京成功申办２００８年奥运会的历史机遇，优先发展，提高质量，培养人才；力争在２０１０年达到或接近发达国家的教育现代化水平。本期根据在这次会议上三位主报告人的发言，择要整理了未来１０年北京基础教育改革和发展的一些新的思路和新的观点，以飨读者。三位报告人分别为：刘淇（北京市市长）、徐锡安（北京市委常委、市教委主任）、林文漪（北京市副市长）。 ──编者
