本刊自2002年12月(第83期)“政策法规”栏目发表《追讨工程欠款 有了尚方宝剑》一文后,引起建筑界许多人士的关注,并表示希望加强对《批复》的学习和理解,以便维护自身的权益。为此,本刊特邀广东红棉律师事务所资深律师,本期始在“律师楼”栏目刊文对《批复》的重点逐条进行解释,藉此提高建筑业界人士对法规的认识水平。今后读者如有法律上的疑难问题或有以法维权的经验、教训、欢迎来信本栏目,资深律师将有选择进行解答、点评。
