农村居民点浪费土地现象非常严重,提高农村居民点集约利用水平是落实科学发展观的基本要求。弄清楚农户是否愿意移居中心村及其受哪些因素的影响等问题,对提高农村居民点集约利用水平、推进新农村建设都有着重要的意义。文章利用湖北二县市的农户问卷调查资料,对农户移居中心村的意愿及其影响因素进行研究。研究结果表明,目前农户移居中心村的意愿不是很强烈,农户理想的中心村主要是交通方便的地方和设施配套齐全的地方;农户是否意愿移居中心村,要受到农户家庭属性、家庭资源禀赋、目前居民点的基础设施和区位条件、农户对有关政策的了解和消费观念等因素的影响,并存在一定的区域差异。因此,在进行农村居民点用地整治、归并零散村庄、推进中心村建设的过程中,一定要尊重农户意愿,大力改善中心村的交通条件和生产生活服务设施状况,增强中心村对农户的吸引力;同时,应针对不同区域的具体情况,制订切实可行的政策措施,以约束农户建房行为、引导农民合理选择居住区位。

These issues are of great significance to improving the intensive utilization of rural settlements and promoting the construction of a new countryside. Based on the survey data of farmers in two counties and cities in Hubei Province, this article studies the willingness of peasants to move into the village center and its influencing factors. The results show that the current intention of peasant households to move to the center village is not very strong. The ideal peasant households in the center village are mainly the places with convenient transportation and complete facilities. Whether the peasant households are willing to move to the village center will be affected by the household attributes, family resource endowments, At present, the infrastructures and location conditions of settlements, the farmers’ understanding of relevant policies and consumer attitudes and other factors, and the existence of certain regional differences. Therefore, during the process of rehabilitating rural residential land, merging scattered villages and promoting the construction of the center village, we must respect the wishes of farmers, greatly improve the traffic conditions in the village center and the production and service facilities, and increase the attractiveness of the village center to farmers At the same time, we should formulate practical and feasible policies and measures in light of the specific conditions in different regions so as to restrain the behavior of farmers in housing construction and guide peasants in their reasonable choice of living quarters.
