2013年12月23日,由衡水学院承办,河北省董仲舒研究会成立大会暨第一次会员代表大会在衡水市举行。来自省内外近50家高等院校、科研机构、相关部门的100多名专家学者参加了会议。通过选举产生了第一届理事会。衡水学院党委书记李奎良教授当选为会长,秦进才、魏建震、肖福正、石宝军当选为副会长,石宝军兼任秘书长。衡水市委常委、宣传部长王金刚为名誉会长。周桂钿、李存山、王永祥、孙继民、吴光、余治平、李振纲、冯石岗为研究会顾问。衡水学院拥有一支具备一定实力的董学研究队伍,《衡水学院学报》开辟了“董仲舒与儒学研究”特色专栏,发表了大量高水平的董学研究成果,引起了国内外专家学者的高度关注与赞誉。作为董子故里唯一的本科院校,对推动河北省董仲舒研究会的成立责无旁贷。衡水学院党委书记李奎良教授首提倡议,得到了有关领导和专家的广泛支持,
