抓住机遇,解放思想,加大改革步伐,搞活搞好国有企业,是即将召开的党的十五大给我们带来的又一个重要契机。上海市委、市府在认真领会《中共中央关于进一步加强和改进国有企业党的建设工作的通知》的基础上,进一步提出了深化国有企业改革的“五个机制”和“五个加强”。在此背景下,上海市人事局公共行政与人力资源研究所课题组最新报告研究提出:现代企业制度改革的关键是“经理革命”。课题详尽分析了在上海率先实行“经理革命”的条件、操作方案等。为让广大读者先睹为快,我们特请上海市人事局公共行政与人力资源研究所所长、研究员沈荣华先生就此课题作一介绍。
Seizing the opportunity, emancipating the mind, stepping up reform and invigorating the state-owned enterprises is another important opportunity brought by the upcoming 15th National Party Congress. On the basis of earnestly grasping the “Notice of the CPC Central Committee and Central Government on Further Strengthening and Improving the Party’s Construction Work in State-owned Enterprises,” the Shanghai municipal government and the municipal government further proposed the “five mechanisms” and “five strengthenings” for deepening the reform of state-owned enterprises.
