In his report to the 17th National Congress of the Communist Party, Chairman Hu put forward clearly the major strategic idea that the armed forces should enhance the ability to deal with various security threats and accomplish diversified military tasks. This requires that our military make efforts to enhance local wars under the conditions of winning informationization. At the same time, we must also attach importance to improving the capability of non-war military operations such as disaster relief, anti-terrorism, peacekeeping and stability maintenance. This is a new historic mission our military must shoulder in the new phase of the new century.
