据中南电信管理局报称:「近来湘西、鄂西南及江西与福建边缘等各地,有些军政机关及驻军,常借挂电信线路或借用巡房话机,且有于中途将铁线开断引入总线及丁字搭挂者,致影响电信业务通讯之进行及巡房互相间之联系,故均须用军方总机开放,而予工作实属不利」等情。查其他各省亦有类此情形发生,为了在目前电信交通尚未普及与电信设备尚不完备的情况下,能及时完成各地的通讯任务与维护电信设备之完整,而利电信事业之恢复与发展,关于各级军政机关及驻军借挂电信线路及借用电信设备等,特作如下决定:
