徐州新沂市窑湾地处京杭大运河畔,很早便是交通要冲,舟车幅辏,商旅云集,素有“小上海”之称。 1933年,爱国将领冯玉祥派所部师长张华堂进驻窑湾。张遵照冯将军之命,整顿镇容,当时该地有两项弊端:一是市风不正,吸毒聚赌恶习盛行;二是交通道路狭窄拥塞。张即下令在护城河上建造石桥两座,除征用民工外,还命兵士参加筑桥工程。
