非营利组织是指“具有法人资格,以公共服务为使命,享有税收优惠,不以营利为目的,组织盈余不分配给内部人员,并享有民间独立性质的组织”。主要从事具有科学性、教育性和公益性的活动。但是随着非营利性组织的快速发展,非营利组织的活动出现了一些偏离其宗旨的现象。社会大众对非营利性组织的公共性和信任度提出了质疑,红会的郭美美事件、天价招待费事件以及中华慈善总会的诈捐门事件再次把公益组织的公信力推向了舆论的顶端。
