曾经一个时期,各高等、中等院校扩大、再扩大招生,各部门办起了职工大学,各种社会办学数量聚增,不少人获得了文凭。继而发展到了滥发文凭和变相买卖文凭的现象。文凭也因之贬值。好在国家及时制止了这种事态的发展。
In a period of time, all higher and secondary institutions expanded and enlarging their enrollment again. Various departments and universities set up staff and workers’ colleges and universities. The number of schools run by various social institutions increased in number and many people obtained diplomas. Then developed into a diploma and disguised trading diploma phenomenon. Diploma is also devalued. Fortunately, the state promptly stopped the development of such a situation.
