关于东汉尚书的职权,笼统地讲,似乎没有什么问题。可以说谁都知道,东汉“虽置三公,事归台阁”;“尚书见任,重于三公”。不过,倘若仔细考察,也很容易发现,事情并不那么简单。这里,需要解决的突出问题有二:一是如何从众说纷纭的有关史料中理出一个明晰而又符合实际的头绪来。换言之,也就是确定东汉尚书职权的具体内容与范围。再是如何估价这些职权。其中既包括对尚书职权性质的认识,也包含对尚书本身地位的理解。
