《中华人民共和国安全生产法》已正式颁布实施,它标志着我国的安全生产已步入了法制化轨道和进入一个新的阶段。《安全生产法》不仅赋予了从业人员的安全生产权利,还明确规定了他们必须履行的遵章守则、服从管理、接受培训、提高安全技能素质等法定义务及其法律责任。这样煤矿安全生产基础工作会大大加强,会及时有效地避免和消除重大事故隐患,从而掌握安全生产的主动权。对此,笔者认为要重点解决好以下三个问题:
The “Law of the People’s Republic of China on Safe Production” has been promulgated and implemented formally, which marks that our country’s safe production has entered a legalized track and has entered a new phase. The Work Safety Law not only gives employees the right to work safety, but also clearly stipulates the statutory obligations and legal responsibilities that they must fulfill, such as complying with rules and regulations, obeying management, training, and improving the quality of safety skills. In this way, the basic work of coal mine safety production will be greatly strengthened, and hidden dangers of major accidents will be avoided and eliminated in time so as to grasp the initiative of safety production. In this regard, I think we should focus on solving the following three issues:
