2003年8月,国务院办公厅转发了信息产业部、发展改革委员会、财政部、监察部、中组部、国有资产管理委员会《关于进一步加强电信市场监管工作的意见》(国办发[2003]75号文件,加之以信息产业部2003年11月印发的《公用电信网间互联互通质量监督管理办法(试行)》,2003年7月份和8月份先后发布的《公用电信网间通信质量技术要求——电话呼叫的接通率和拨号后时延》(YD/T 1284-2003)、《公用电信网间通信质量测试方法——电话呼叫的接通率和拨号后时延》(YD/T 1285-2003)等两个行业标准,2003年10月发布的《公用电信网间互联结算及中继费用分摊办法》(信部电[2003]454号),这一系列政策法规或规章、行业标准,使电信市场的互联互通工作增加了行之有效的工具和践之有力的手段。 当然,由于电信市场本身的技术性和复杂性也致使这一系列政策法规或规章、行业标准等并不是灵丹妙药,能包治百病。如果说社会主义正处于初级阶段,法制建设需要一个漫长、逐步健全过程的话,那么电信市场的法律,特别是对目前几大运营商的互联互通的监管更是处于蹒跚学步的阶段,无奈目前的几家运营商共存共荣或是“戎马厮杀”只有寥寥数年,法律法规的逐步健全仍然“路漫漫其修远兮”。
