2002年2月,中铁十六局集团公司中标青藏铁路16标段后,公司党委制定了“精兵强将上青藏,精良设备干青藏,精品工程献青藏”的青藏工作指导方针,决定由副总工程师程红彬担任指挥长,徐泽林担任党工委书记,苏庆国、宋彦彬、刘国玉三位高级工程师担任副指挥长,经成知识型、智慧型、年轻化的青藏铁路工程指挥部。投入1亿多元为青藏线施工生产购置大型设备400多台(套)。参建职工中有100多名共产党员,100多名青年知识分子和100多名共青团员及1000多名技术工人。
