人民防空警报系统,既是人民防空战备建设的重要组成部分,又是人民防空部门所独有的设施,具有无法替代的特殊地位。《人民防空法》规定,人民防空警报系统是保障城市人民防空袭的重要手段之一。同时也兼负着防洪、防震、防台风等抵御自然灾害和次生灾害等民防的紧急报知任务。因此,人民防空警报系统具有“平战结合”的双重职能。人民防空警报系统,主要由警报信息源、警报信息处理系统、警报发放控制系统和音响报知系统等部分组成。这里我们主要讨论的是音响报知系统的建设和管理问题。
