科技成果是科技人员创造性劳动的结晶,是人类社会最宝贵的知识财富。科学研究的目的就是为了多出成果,用科研成果推动科学技术进步,促进经济、社会向前发展。党的十一届三中全会以来,由于政策对头,调动了广大科技人员的极大热忱,为社会主义建设奋力拚博,科研成果象雨后春笋层出不穷,数量日益剧增。近几年来我省各部门申请省级成果登记的数目都超过上千项,全国、全世界每年出现的成果更多。“科学技术是生产力”。这些大量的科研成果,如能采用各种手段加以管理,加速科研成果的应用推广,则是科技成果管理的主要目的。
Scientific and technological achievements are the result of creative work by scientific and technological personnel and the most valuable intellectual asset of human society. The purpose of scientific research is to make more achievements, promote scientific and technological progress with scientific research, and promote economic and social development. Since the Third Plenary Session of the 11th Central Committee of the Party, due to policies in the right place, we have mobilized the great enthusiasm of vast numbers of scientific and technological personnel and struggled hard for building socialism. The fruits of scientific research have been mushroomed after emergencies and the number has been increasing rapidly. In recent years, the departments of our province have applied for the registration of provincial achievements in more than a thousand places, with more achievements each year in the whole country and in the world. “Science and technology are productivity.” If a large number of scientific research achievements can be managed by various means and accelerated application of scientific research achievements, it is the main purpose of scientific and technological achievements management.
