1958年在湖南全省的86个县、22万平方公里的土地上,县县都掀起了筑路的高潮。当时我们的测设力量包括测工在内,不到一百人,要应付这样一个辽阔宽广的伟大场面,情况相当紧张,困难也实在很大。党及时地发出了全党全民办交通的伟大号召,又提出了“地群普”的工作方针,给我们指出了明确的方向,使我们得到了很大的启示。为了适应新形势给测设工作带来的新任务,我们全体测设人员破除了迷信,解放了思想,打破了陈规,反掉了保守,坚决依靠党,坚决走群众路线,树立敢想、敢说、敢做的共产主义风格。有了这些基本条件,就赢得了必胜的保证。在工作方法上我们采取了“组”、“训”、“简”、“推’、“查”的五项措施,其体地贯彻了“地群普”的工作方针。
