政策的形成过程实际上是各种利益集团把各自的利益要求投入到政策制定系统中,由政策主体依据自身利益的需求,对复杂的利益关系进行调整的过程。在公共政策过程中,由于政策制定只能依据相对的“满意”标准,政策主体在政策过程中有时又要对某些领域产生政策倾斜,在政策过程中利益集团总是要想方设法对政策过程产生影响以期实现自己的利益,政府作为政策过程的主体有时又不可避免地把自身利益夹杂进政策中来,所有这些问题的存在不可避免地会产生政策过程中的利益冲突。
