首轮修志是白手起家,没有修志经验,是在摸索、探讨,边修志,边总结,边提高的基础上进行的,故内容简单,特别是地州县(市)编纂的志书特点不突出、内容简单、差错较多,在一定意义上影响了志书的质量。从第二轮修志的情况来看,首轮修志在纲目的设计,资料的准备,人员的配备,工作经验,办公条件,机构设置,修志人员的培训,资金的使用等方面都有了较大的改善,领导对修志工作的认识程度也有了很大的提高,各项准备工作也比较充分。
